Brief description of the organization

Republic Hydrometeorological Service of Serbia (RHMSS), as a special organization within the state government of the Republic of Serbia, wich was established more than sixty years ago (1947), performs the tasks of monitoring, research, analyzing and forecasting of weather, climate and water, air and water pollution and air and precipitation radioactivity including the monitoring of transboundary air and water pollution, tasks of nowcasting and warning against the occurrence of atmospheric and hydrological disasters and catastrophes as well as other duties of national hydrometeorological service as a public service important for preventive protection of human life and mitigation of material damage. In accordance with its jurisdiction prescribed by the Law and relevant international conventions and protocols, RHMSS carries out the tasks in international cooperation in the field of meteorology, hydrology, climate and environment monitoring, including functions of the National Meteorological and Hydrological Centre of Serbia within the WMO, ICAO, EUMETSAT, ECMWF, RMDCN, EMEP, IPCC, etc.;

RHMSS is a Host of the SEE Subregional Virtual Climate Change Centre   established under the Sixth UNECE Ministerial Conference »Environment for Europe« held in Belgrade, Serbia, 2007.

Besides participation in Project “Drought Management Centre for South East Europe” (SEE Transnational Cooperation Programme), ongoing RHMSS projects of technical cooperation with EU, WMO and other relevant international organizations, as well as bilateral technical cooperation programs are:

  • FAO/World Bank “Serbia Water Resources Management Project”, Development of civil protection infrastructure for monitoring of hazardous phenomena and reducing their impact - IMPART Project;
  • Project on establishment of CLIDATA System for climate database management under WMO Program for technical cooperation;
  • Project under bilateral Technical cooperation program with Italy – “SINTA: Simulations of Climate Change in the Mediterranean Area”;
  • EU Project: “European Flood Alert System EFAS” in cooperation with Joint Research Centre of the European Commission (Ispra, Italy);
  • Project ”Upgrading of water monitoring system for environment protection and flood defense in Vojvodina” in cooperation with Water management company from Segedin, Hungary;
  • RHMSS and Regional Environmental Center for Central and Eastern Europe coordinate the implementation of the regional project on development of the Climate Change Framework Action Plan for Southeastern Europe (SEE) (SEE/CCFAP)-Strategic Focus, Priority Actions and Programmes for Adaptation, etc.
  • Project  “Danube floodrisk - Stakeholder Oriented Flood Risk Assessment for the Danube Floodplains” (SEE Transnational Cooperation Programme)
  • Regional Programme on Disaster Risk Reduction in South East Europe:
    • Activity 1: Building Capacity in Disaster Risk Reduction through Regional Cooperation  and Collaboration in South East Europe (SEE)
    • Activity 2: Regional Cooperation in South Eastern Europe for meteorological, hydrological and climate data management  and exchange to support Disaster Risk Reduction (WMO)   

Role in the DMCSEE Project

Besides participation in the Project proposal preparation (WP 0) and Project start-up (WP 6), main activities – role of RHMSS (as Project participant), by Project Work Packages are:

  • WP1: Participation in administrative project managing: local managers will prepare financial reports, coordinate the preparation of all necessary data and products to be submitted. Representatives will participate at all Consortium meetings.
  • WP2: Establishing the connection to the developed internet platform with internal section for communication among partners and informative section for general public (website) with a GIS server for dissemination of advanced project results. Updating the platform with country-specific information and news in the field. Promotion of  public awareness campaign on national level, and attending of some international conferences – presentations of the Project results.                       
  • WP3: Preparing an overview of the national state of the art in the area of climatologic databases, data quality and homogenization procedures, as well as mapping procedures in operation. Calculation and mapping selected drought indices at national level and participation in their transnational implantation. 
  • WP4. Identification and characterization of drought periods based on historical records and archives including information on drought impacts and drought mitigation and management practices at national level. Participation in the implementation of drought indices calibration methodology and assessment of vulnerability to drought. Under the assistance of EARS, constitution of common early warning system methodology for drought preparedness. 
  • WP5. Participation in the specialized staff trainings organized in order to build Project partners’ capacity to implement drought monitoring as well as drought vulnerability and risk assessment using available tools developed during the project. Also, two national seminars for key end users will be organized in order to present them the possibilities to use project results and outputs for drought mitigation and impact reduction measures. Translated training manual will also be offered.
